About Foreign Prisoners

We are Foreign Prisoners Network, an organisation that helps foreign prisoners who are under extreme circumstances held in pre-trial long remand in Mauritius. The prison system of Mauritius is wellknown for extreme long remands without any form of trial. The foreign detainees are all detained in the High-Security Prison System of Melrose under extremely difficult circumstances.

Victims of the drug trade into Mauritius are facing many years of remand in one of world's most bad prison systems. Enquiring officers in charge are delaying the cases year by year. FSL Reports are taking many years to prove the quality and quantity of the found products while the IT-unit takes years for their reports as well. Meanwhile the foreign detainees are been held in pre-trial detention. These periods of extreme long remands are counting up to 8 years!

The effects and side effects for foreign detainees within the Mauritius prison system are dramatic. Many families abroad suffer from a lack of solid communication and clear information about their loved ones who in many cases do not come home for the next 25 years. Drug trafficking and importation to the Island of Mauritius is a very big problem for the local population. That is why the government takes strict action against people who try to smuggle drugs into the country. 
Unfortunately, the effects for the foreign detainees are terrible. There is no clear humane policy that guarantees dignity on an individual level.


Because of the fact the State of Mauritius has signed several Human Rights agreements with Amnesty International, The United Nations for Human Rights and Treaties and the African Commission of Human Rights, we are fighting to get the International community awared of this situation and to help all the families back home who are waiting for periods up to 8 years as well without any case to be lodged. That is exactly why we started with NGO Foreign prisoners Network. We try to help, to raise funds to finance lawyers and cases and to bring our fathers, brothers, husbands, sisters and mothers, back to their families.

Main problems Mauritius Prison System

No Toilet Paper

Results in dangerous health risks for the environment in the prison

The prisoners held in pre-trial detention in the High Security Prison Melrose in Mauritius, have no access to toilet paper, clean water, or even warm water. With the same hands they receive their food, trade in it and circulate it. This is extremely dangerous for the environment. beside the fact that it is inhumane and a mental torture to every human being while it is in contradiction with the closed human rights agreements between the State of Mauritius and the United Nations, Amnesty International and the African Commission for Treaties and Bodies.

No warm water

No warm water result in more bacterias

The prisoners held in pre-trial detention in the High Security Prison Melrose in Mauritius, have no access to warm water to shower and to clean their clothes. 

No Halal and Kosher Food

Dignity starts with freedom of religion and way of living

Loneliness and depression due to the lack of a daily

The lack of education even if facilitated by the detainee himself is prohibited in the system. One is simply kept stupid with enormous harmful consequences for the brain and personality of the suspect who has to stay in terrible circumstances without being convicted. It remains to be seen whether there will be a conviction or acquittal as a result of a lack of evidence or a procedural error. a daily program results in loneliness, depression and suicidal feelings for the foreign detainees. one is simply placed in a concrete unit far away from everything and everyone. Very occasionally there is a football activity but this is very rare. The prison system should facilitate a solid daily program as laid down in various covenants. The loss of brain power results in a loss of self-reliance and the ability to stimulate the brain. a side effect is the lack of a good facility to optimally prepare the defense.

Very occasionally there is a football activity but this is very rare. The prison system should facilitate a solid daily program as laid down in various covenants.

Limited Communication

A lack of communication results in losing family ties

Limited access to telephone makes it very complicated for foreign detainees to communicate with their families. They can call 4x 10 minutes per month and within this time they need to call with their lawyers as well. If the detainee has children and a partner, he or she needs to be very carefully with their time to spend on the phone. The problem is that there is no payment system where families and friends can send money. Because of a missing system, the detainees are confronted with a system what makes it impossible to keep family ties from a good quality. Detainees are paying there phones from the extremely small income they make by cleaning floors.

Without cleaning floors they can't communicate with their families and lawyers.
 Necessary communication with lawyers has been made impossible by the prison system. there is no privacy to discuss the substance of the case discreetly with the lawyer because an officer is always listening in on the telephone. This is in contradiction with constitutional law. This grossly infringes the rights of the defence. In this way we can speak about a forced labor and missing of the right facilities to prepare the defence for their trial. Important to know is that every suspect must be presumed innocent until the highest court has issued a verdict. Until then, an innocent foreign suspect is imprisoned in a Mauritian prison system that greatly hinders the preparation of a fair defence. Fair trial is therefore impossible. 

The only thing the prisoners in Mauritius are asking for is dignity!
